Inter-Country Adoption enhanced between United States and Russia

The agreement regarding Cooperation in Adoption of Children between the United States of America and the Russian Federation was announced by Department of State (DOS) on October 16, 2012.
This agreement will bring about great improvement in the safety and protection for all those are involved in adoptions between the United States and Russian Federation.
The agreement will come into force on November 1, 2012, though not all the provisions will take effect immediately.
This is due to the period of transition that the agreement will start from procedures in place before the Agreementto the new procedure called for in it, which will take about six to nine months to complete.
As of November 1, 2012, most cases those are already in progress will continue to follow the old procedures.
Nonetheless, monitoring and tracking the effective dates of various provisions in the Agreement is very crucial to make sure that the cases are compliant with all the requirements throughout the transition period.
Much effort have been put forth by U.S. Citizenship and Immigration Services (USCIS) and DOS to promote and provide a safe, ethical, and transparent adoption process for prospective parents, birth families, and children involved in intercountry adoptions.
Both USCIS and DOS will also come up with means for new guidance and information regarding this new procedure in the coming months.
